Tees Valley Public Health Shared Service

Tees Valley Public Health Shared Service (TVPHSS) offers public health expertise and programmes for the five Local Authorities in Tees Valley: Darlington; Hartlepool; Middlesbrough; Redcar and Cleveland; and Stockton-on-Tees. The service is hosted by Redcar & Cleveland Borough Council and is provided by a multi-disciplinary team of nurses, pharmacists, doctors, an epidemiologist and public health intelligence specialists, contract and business managers and health promotion specialists.

Public health clinical leadership

TVPHSS provides clinical leadership on the safe and effective provision of the Healthy Heart Check and chronic obstructive pulmonary disease (COPD) screening programmes, sexual health services, cancer prevention and Healthy Pharmacies programmes. The service is hosting a clinical quality advisory forum for public health services.

Public Health Programmes

The Healthy Hearts and COPD screening programmes in GP practices across Teesside are coordinated and facilitated by the nursing team.

Healthcare commissioning (Public Health Core Offer)

TVPHSS provides public health advice and support to three Clinical Commissioning Groups (CCGs): NHS Darlington Clinical Commissioning Group; NHS Hartlepool and Stockton-on-Tees Clinical Commissioning Group; and NHS South Tees Clinical Commissioning Group. This includes public health intelligence, interpretation of evidence and support for service reviews or needs assessments to support the development of joint priorities and commissioning opportunities based on population needs. The TVPHSS also supports the individual funding panel of the CCGs for Darlington and Tees.

Immunisations and screening

Immunisation and screening services are commissioned by NHS England. TVPHSS liaises with the Immunisation and Screening team at the Durham, Darlington and Tees Area Team of NHS England to report on coverage rate, to implement new programmes and to improve uptake of current programmes.

Commissioning and contract management

The commissioning and contracting team negotiates and manages contracts for health improvement services and sexual health services across all localities and supports local authorities with service reviews.

Sexual health services

The TVPHSS provides strategic leadership on sexual health for Teesside. This includes service evaluation and development, monitoring and reporting, implementation of national guidance and programmes, joint working with local authorities on sexual health improvement and liaising with Public Health England, regional and national groups.

Public health intelligence, evidence and information

The intelligence team has developed and maintains a web-based Joint Strategic Needs Assessment (JSNA), identifies key messages, gaps and commissioning priorities based on the information provided in the JSNA. The team supports the identification of key indicators and outcomes for the monitoring of population health, including local information for the Public Health Outcomes Framework and provides information, analysis and data interpretation for needs assessments, scrutiny panels and the DPH annual reports.

Public health skills and training

TVPHSS contributes to undergraduate and postgraduate education, speciality training in public health and local continuing professional development (CPD) as well as providing opportunities for CPD and training in partner organisations.
